Satisfactory colors are weird.

The two wall pieces and the concrete behind them are all colored using the same custom color(#00008b) but they are all different.

I find that there is no option to paint concrete with a dark color at all.

Am I missing something or is this just the way it is?

This is how it is. "Paint" isn't paint in this game, it's DYE. You're dyeing the base material which also has its own default color that gets mixed into the "paint" to produce whatever color it wants you to think is 'blue'.

Lighting also has a strong effect on the colors, they look totally different in direct sunlight, angle of sunlight, shade, and nighttime. I see some of my buildings in the shade and think "Didn't I just paint that a different color?"

The concrete will only show very light shades compared to metal, that's just the way it is.

It's intentional unfortunately. But, the real world is so much more colorful.

You can color your real world concrete in whatever color you want.
