Cracked Ground
I've tried to google this, but I guess I don't have the right terminology.

I'm finding water and oil in some sort of cracked ground spread out around an area. Can't build extractors on it. How do you access these resource nodes?

I've not advanced far enough in the new update yet, but I believe this is what you're looking for:

As said Suzaku,
First place the Well Pressurizer and power it. Then put Resource Well Extractor on each nodes (pipes go on the Extractors). Works for Water/Oil/Nitrogen.
Tech unlocked on Tiers 8 stage 2.
