Report a translation problem
Are you sure you deconstructed this landing pod? You need the parts of it to build the hub. If you died than you just need to go to your last position (before you died) and these parts should be in the "dead body box". This is also like the first thing that gets explained in the tutorial.
If thats not the problem and you encountered an actual bug maybe others here can help you.
Maybe a tip for the future. Why not first ask in the forum before deleting, refunding and than re-buying and re-downloading?

Exit your drop pod.
Dismantle the drop pod to acquire the HUB parts.
Open the Codex
Open your inventory and equip the Xeno-Zapper.
Find and gather iron.
Gathering iron will then unlock the ability to build things, first of which is the HUB. Dying has no negative effects as HUB parts are the one item you can't lose. They are not dropped upon death, whether that be from monsters, poison, falling a far distance, or even falling into the void (all personally tested mere minutes ago).
Assuming you did all these things, then you experienced a bug so rare that I've never heard of its likeness in the 2.5 years I've been playing when it released on EGS.
Good to know you cant lose the HUB parts :) Never tested it and could not remember how it was when i first started so i just assumed you could lose them,
