It's true that it's helpful to have a central warehouse where you can collect everything you need for building stuff. It's also true that the first time I played, I didn't realize I wanted a central warehouse until midway through tier 3. Further, I ended up moving my warehouse because my first one was too small, I couldn't easily expand my first attempt.
However, with my second game, the extent of my "plan" was to create a warehouse early on, and make sure one side of it was never blocked so I could always make it bigger. I didn't need any more planning than that, and I never needed to do any mass transfer of materials, all the way through tier 7 and nuclear power.
If you do need to do a mass transfer, well, half the game is about transport. Simplest thing is just to run a belt from the old location to the new one. So no, I'm not feeling any need for a forklift.
We do have tractors, trucks, and trains, and they're all pretty good for moving moderate amounts of materials. When I'm constructing a new outpost, I bring along a train with 2 cars filled with materials, and that's usually about all the storage I need. If it wasn't, I could always add another car to the train.
I feel like the forklift would be a lower priority than what they're working on now, but it would be something interesting and at least pretty useful for the rare times when you need mass manual transport across your factory.
They could balance it by making it slow/fuel consuming so that other vehicles are still used for smaller transportation across different areas. Overall, I think it's an alright idea, but probably one that, even if they want to add it, won't be added for a while.
