Maybe I'm misinformed. From what I saw zipline was tier 7 and hoverpack was tier 8
But for op, I don't think they come too late, it's practically creative mode movement.
The zipline shines during early development and exploration. It's easier than conveyors for scaling heights, and makes getting to distant outposts over varied terrain far quicker and less resource intensive than any other form of travel. It is slower than tubes, and you will always miss your connection at the worst possible time, but I am loving it for getting across bodies of water and up/down cliffs.
I started in the grasslands this time and man its so much easier to transverse those long distances than before.
