Otherwise, within game, the only method I know of is to look straight down and build a foundation. Then, snap two more out away from you. Delete the first two foundations. Look down and build another foundation rotated by a certain amount (1, 2, 3, & 6 rotations per work best). Rinse & repeat.
EDIT: Using the 2nd method, you need only create a half circle. You can then extend those frames across to complete the circle. That method creates a "perfect circle" at 11 frames, or 88m diameter.
When you download your modified save it has another name, so you can distinguish it from your real saves.
