You can not exclude the pipe limit, but ...

Look at the generator, how many m³ the coal generator needs at 100% and look at the maximum m³ from the pumps.

And then divide the second number by the first number and you have the amount of generators per pump.

No, it doesn't depend at all. Plan for 100% capacity or the setup is guaranteed to fail.

Coal generators consume 45 water at 100%, and water pumps produce 120 water at 100%. Three pumps provide 360 and 8 generators consume 360 exactly. That's why you see the 8:3 setup all over any forum. The hard part of the setup is that pipes only handle 300 water, and some generators have to split water between multiple pumps. This is tricky with how flow mechanics work, so if you aren't confident on the solution try a simpler setup.

There's nothing wrong with going a little over on water supply, since it doesn't really hurt anything. Alternatively, feel free to over/underclock water pumps until the ratios fit just right. Don't waste your efforts with water storage. Storage does not fix the a supply deficit. Make sure the water pumps have enough output for all situations.

The guide I linked above has tables for coal gen setups. They will give you a great idea of how to set it up.

Also, there is a dedicated section for the water setup that talks through some basic setups and ends in showing examples of the most efficient layout the community has found, the 3:8 method.

I think I get what he's trying to say, but the kind of load-balancing he's touching on is way too advanced for someone who can't set up an equation to divide 120 m³ water supply by 45 m³ water demand or 240 coal supply by 15 coal demand.

I think what ravaught's getting at is the idea of a "duty cycle".

If you throw down one water extractor, a fluid buffer, and 3 coal generators, you can run at 88% forever and at 100% for 26 minutes until the buffer runs out.

As long as you always stay below 88% and only periodically exceed that, you'd never have a failure. However, I can't think of any reason not to set it up for 100% efficiency from the get-go.

How many coal generators can I put here?

Divide your coal supply by your coal demand.

At 100%, a Miner Mk.1 on a Pure Node supplies 120 coal per minute. At 100% efficiency, a Coal Generator consumes a single piece of Coal in 4 seconds -- which works out to 60 seconds / 4 seconds = 15 pieces of coal per minute consumed.

120 supply / 15 demand = 8 Coal Generators per Pure Node 100% Miner Mk.1.

Two nodes? 8 * 2 = 16 Coal Generators

Overclocked to 250%? 16 * 2.5 = 40 Coal Generators

When i first converted to coal i used the 1 to 2 method for a couple of days while i was setting up other things, exploring, and deciding where to put my permanent coal plants. I think that once you've been playing for a while you tend to forget just how expensive setting some of these layouts is for someone who has just unlocked the tech and doesn't have much of a production line built yet. At tier 7 setting up another 3 to 8 plant is old hat and doesn't require much thought, but when you first build one it's easily the largest set up you've had to do yet.
