You probably are having headlift issues or you simply don't need a lot of water so it shuts down when things are full. For headlift you need to look to building boost pumps into the piping.
If the machine is losing power, and this machine is responsible for pumping a Coal Generator, then verify enough water is actually being produced for the Generator to maintain production.
For starters, make sure the fluid never tries to backflow. Also, try to bend the final pipe segment into a horizontal position. This will give an opportunity for the top of the pipe to get an air bubble, so the pump can start up again.
Off the top of my head I think one coal plant needs 50 a min in water, so you would set your pump down to 50, or even 48. That way it should always run for you.
If you have not unlocked Overclocking yet you wont be able to do it so make sure you get over clock unlocked asap! :)
If you are meaning pumps that go on the pipelines them selves, then yes would be a headlift issue.
The only advice I can give is just keep rebuilding until it works. The headlift clicks into place for pumps now so that's not going to be an issue if you pay attention to the bright blue thing surrounding a pipe.
