how can we do this without mods now?

Upload your save, press the "Options" button, press "Map Options", then turn on "No cost", then exit out of the menu and press the "Download Save Game" button. You can then load the save and be in creative mode. This map tool will also allow you to unlock all things in the MAM, the hub, and alternate recipes. Just look around at the different options.

it used to be in utilitymod but it was removed for unknown reasons. now there is none anymore

Oh it's gone? Didn't know about that. But you can still accomplish this with some buildings if you use something like Area Actions mod, or edit object placement in the interactive map.
