The controller acts like a mouse in the menus.
Only reason I'm unsure at this point
You could always set up an Xpadder profile as well for more control.
Have you tried using the community profiles for Satisfactory? I highly recommend the Nevir profile if you are using a 'Steam Controller'.

LB = Deconstruct (default was Scanner but I don't use that enough now to justify it, so I changed it to Decon)
RB = Build menu (still need to select the item with the mouse)
LT = Secondary weapon/detonate bombs
RT = Fire
Up = Ping (whatever that does - default setting so I left it)
Down = Flashlight/Headlights (when they do work)
Left/Right = Cycle handheld items
Left Stick = Click to Run/WASD
Right Stick = Map/Camera while in vehicle
A = Activate (corresponds to E prompt to interact with machinery and whatnot)
B = Jump (Space)
X = Reload
Y = Inventory (TAB)
It works for the most part, but, as was said, you still need to use the mouse and KB a fair amount.
Also, you can exit a menu by pressing (A), which is something the original controller support lacked - you had to hit ESC, sometimes the (B) button. It was quite inconsistent. This profile is more consistent. I chose those settings because they were closer to the original from when I started playing, but you could set it up to match whatever game you're more familiar with, like Skyrim or Witcher, for example.
Scrolling through Hotbars still takes Mouse and KB, and selecting those items still takes the Number buttons across the top. No biggie, because it's faster that way, though you may need to wiggle the mouse before it'll let you scroll.
