Like all buildings the refinery will stop working if its output is full, and since refining often involves multiple steps its best to make sure you use or sink 100% of the putput to prevent things from shutting down.
Its hard to say 100% why its not working without screen shots or a description of your system
If it's not working at all, even for a little while, then you definitely did not connect something correctly. If it worked for a moment then stopped, the byproduct is clogging it. Post some pictures and check all the power and pipe connections.
i selected the rubber recipe and powered up,i really dont know what the problem is
when i link it up it works for a second and then it says no power like i said in the original post
most of my base has no power when i link up the refinery but the part furthest away from it has power,when i saw that it broke my power i tried to overclock most of my coal generetors and even put another one down,still nothing.
If it was powered, the oil extractor wouldn't have a red light. You messed up somewhere, check your power grid and which power poles are getting the electricity.
You really should make a habit of checking all the obvious roots of the problem. It will help you solve all of your issues way faster.

this experience together with your description of "part works, part doesn't" easily lead me to my above suggestion where to look for errors.
