Did it ever work for you? Or did you just buy the game for the first time?

The only thing I can think of suggesting is perhaps something was corrupted when you installed the game. Unlikely but possible. Perhaps try this: Go in steam client, right-click the game in your library and go to properties -> local files tab -> browse local files button -> when you see the folder for the game on your system, go up one folder above it. Then uninstall from the steam client and then use the explorer window to delete the game's folder to make sure all game files are gone then re-install it from steam. I'm on a similar system and sometimes I've had some steam gets get corrupted like this and a complete wipe of the game's folder and re-install has fixed it for me.
Can you check your firewall on windows (or router if it's hardware based) and ensure satisfactory and steam are firewall allowed? Only thing I can think of is it's trying to connect to the epic servers and can't.
All i get when i click on launch, is a 4-6 second delay before the large splash logo, then i get a black screen, which as i watch task manager on my second monitor, it is doing something.... then just stops trying anything, and shows 'Not Responding'... and then, that's it. No error messages of any type, just a repeated failure to launch.
My specs are well enough, i'm sure. i7-4900k, 16G ram, GTX 1060.... not the top by any means, but well capable enough. I hope something comes about on this particular thread.
A quick note I just thought of: Do you have any "Overlay" apps running? Like MSI Afterburner's on screen display. Or FRAPS. Or OBS recording the screen. If you have any of those, close all of em and try again.

Helped another one the other day and when he ran the game directly he found out the error was in directx.
Nice. Can I ask which file was corrupted? Was it a Windows sys file (library), and not related to the game?
It appears to be a windows system file which is an odd occurrence especially on a relatively new OS install.
Well, in my experience anything can happen. I've had recent formatting (many times) and everything was working perfectly, except for one game due to directx/VS library that seems to need reinstall. I don't know, can be anything from a bit-flip in transit or Windows is eating itself...
Even Google and Sun estimated that there are at least 2-3 memory corruptions every months (and that was on high-end products), either due to radiation or other by other means. Shrinking the size will only make it worse.
