Your pure Miner mk 1 mines 120 resources per minute. Your belt however only transports 60 resources per minute. Thus your Miner produces under his possibilities. If you need more resources then just upgrade the belt to mk 2 and you produce double the resources.
The same is true if the belts in your production line can't handle all the material supplied to / taken from the machines in that production line.
Luckily for you, all machines tell you how much they take/produce of any specific good, so you can easily calculate which belts you need to use where to reach full production capacity.
Also, my recommendation: Try to automate production of ressources needed to construct better conveyor models ASAP, so you always have enough to expand/upgrade your conveyor network to keep it at maximum production capacity.

That photo is of my factory. the machines on the right are making regular plates. the machines at middle right are making reinforced plates using the alternate copper wire recipe. i do not lack for plates, reinforced plates, or even frames (frames are mid left).
Mk II are what you use only in spots that require it, Reinforced Iron Plates are damn costly at this point in the game and most buildings you make here require them.
Mk III replace Mk I belts, you just throw them down everywhere with little care because Steel Beams are easily produced.
Mk IV are exactly the same as Mk II, Encased Steel Beams can be costly to produce and you don't want to go around wasting them.
Mk V are the new Mk III, once you get aluminium processed, Alclad sheets are so abundant you can throw them everywhere.
