Because it is to improve the convenience of vertical movement.
I think this game is specialized in vertical movement and high building construction.
Setting up ramps is one way, but they take up a lot of space and cost a lot. There's a space elevator, but why isn't there a basic elevator? I don't understand.

I agree, lifts make perfect sense, and allow you to go straight up and down, rather than sloped, plus the tractor, going up the 4x ramps slows it down to a crawl, might as well have a lift instead.(And making ramps out of 2x or 1x ramps on even small cliffs takes up so much room)

There is a lift mod for vehicles. I believe they are diagonal lifts rather than perfectly vertical though. However, it's not been updated to version 1.0 yet.
