C) Set up the new base, and link it up to the old one with truck stops and automated tractors/trucks (or trains) depending on tech.
If you have functioning setup at the old one, might as well take the refined goods from it and port them in wholesale to a new location.
There's really no such thing as "waste" in Satisfactory, either. Ore nodes are infinite, and the only thing that is somehow finite is the power slugs. Ultimately I'd see my "base" being spread out and connected by trains, with few hubs focused on building up the intermediate goods with local nodes, and hauled off to a more central location to final assembly.
Word of warning though: truck stops cost a lot of power for some strange reason.
