no. it only uses premade code from epic for the unreal engine so that you can connect with other players.
Setting up "a connection" to other service using a Steam account for me sounds that you auth with the Steam on that other service.
im pretty sure they have to mention it according to the EULA they pretty much had to sign to be able to use it to simplyfy the things while they were running their exclusivity period.
Same way fortnite on XBOX makes an arbitrary account on epic that you can't access if you ever need to.

Yes but Fortnite belongs to epic, Satisfactory don't so it's a little shady in my opinion to use this.
I couldn't find any tos so far for mere users of the games, regarding this service.
which doesn't mean there isn't any, but I haven't found any, beside the "tos" for the website itself (not applicable here) and the one you linked.
An account being made without your permission is still an account made without your permission...
until you click that box on the left in game.
