So in short, try disabling vsync.
Also, look in to turning Shadows settings to Low. This can also hit your GPU hard resulting in less than 60fps.
But When I turn on the game, the first thing I do is turn off VSync because my monitor supports G Sync...
when the game starts and 2B flies on the "transformer" everything is fine, the game runs at 60 fps ( although disabled in Vsync and I would like to get more frames ) but when the "transformer" collapses and 2b starts to fight with a sword there is 30 fps...
I just set the graphics high, but the game still looks pathetic ... missing a GTX 1080 Ti?
Not working, you guys sure? I'll try it soon, but that seems odd to say that yet not implement it.
RDR 2 at ultra runs 50-60 fps...

I'd start by making sure AA it set to SMAA and not MSAA. If you selected the highest preset and left it at that then the game is using 8XMSAA which is going to destroy your frame rate.
Worked like a charm at 1080p 60fps everything on high and SMAA.
The CAS thing really helps to make image sharper.
All in an underclocked RX 480 8gb.
Even the cutscenes are on 60fps for me.
