Report a translation problem
1. select chapter 14_1, and when A2 wakes up go to the nearby terminal and teleport to Desert: Camp.
2. when exiting the terminal, go straight to the city ruins, shoot Emil to stop him and buy something(anything) from his shop.
3. run back to the terminal you exited from earlier(Desert: Camp), and as you go there you should receive an email(it's "Way boooored" from Emil, if you already got it previously you might not receive it now, but as long as it is in your inbox that's fine),so when you reach the terminal, interact with it,open the inbox and read the one you just received(again, it's "Way Bored" from Emil).
4 now run back to the city ruins and go straight to the Resistance Camp(the fastest route is cutting through climbing the buildings, so head towards the schoolbus, jump on he buildings and head to the crater, pass on the right side of it, then on the left side of Engels, and then to the Resistance Camp), and as long as you're fast enough you should see Emil approach in a matter of seconds, shoot him when he's in front of the Resistance Camp entrance, and with a bit of luck he'll have the weapon shop. If he doesn't and has the +6 chips shop instead, repeat the whole process until he has the weapon shop.
Side note, there's a chance you might not have to repeat the whole process a second time if you save at the terminal after reading the "Way Bored" mail, so if you need you might be able to simply reload that save and proceed directly from point 4, but im not 100% sure that works.
EDIT: using chapter select does not reset the encounters with Emil(i assume you mean the Emil's Memories side quest ones?) s long as you did them all, and it does not reset his boss fight, but if you don't have all the weapons yet(you said you need to buy the last 2) you haven't done his boss fight yet anyway.
