Being more specific, the outfits are the rewards for completing the highest rank of 3 DLC arenas, where these high ranks require you to be at a level which is much higher than the one you'll naturally be(read, doing side quests cause they're important both for story and gameplay progression, but without unnecessary grinding) at the end of the game(all 5 main endings).
This means that beating the 3 DLC arenas and unlocking the outfitst is essentially post end-game content.
go read the mods decription. maybe they are on a vendor or some such.
