Very annoying fps drops every 5-10 seconds

The game runs fine for a short period of time, then fps drops to something that feels like 20-25 for a few seconds, even though steam overlay still shows 60 fps. The issue seems to be connected to my gpu, iirc it worked fine on GTX 970 long time ago, now I have RTX 3060 and this problem occurs. My CPU is Ryzen 1600 if that matters.

I've tried installing latest gpu drivers as per similar thread, using FAR with settings recommended in another related thread, running the game from SSD, disconnecting the gamepad, trying all possible ingame video settings combinations, nothing seems to help. GPU and CPU are not overheating btw and no other game have these issues.

Any ideas? I'm thinking of downgrading my drivers to some older version, but which one should I try?

Managed to fix it by changing refresh rate to 60hz in Special-K display tab, seems to do something with my monitor running at 75hz natively.
