How to get into Emil's basement?

I have already showed him all the flowers but I still don't have the key and I don't know where to find his hiding place. It's strange that I can trigger other side-quests that I have already completed by selecting a chapter in the game but I cannot trigger this one anymore. It has a cross next to it. Can someone tell me what I need to do to complete this bloody quest?

if i remember correctly you get to it from the woods and may be close to a fast travel. kind of hidden

I finished it a long time ago on PS4 and I don't really remember how the elevator was enabled.
But you enter Emil's lair through a pipe in the center of the city, the one to my left in the screenshot.
As soon as you enter the pipe there is an elevator that takes you to a new instance, going deeper and deeper until you reach its lair.

Ok, I finally managed to trigger the quest and finished it but I got into Emil's basement through the lift in the shopping mall not through the water pipe you are showing. Don't know if that makes any difference.

Difference is that Emil's hideout (or basement) is through the water pipe. While the area below shopping mall is related to Emil, it's not where he lives.

The Shopping Mall elevator is the ending of the sidequest "Emil's Memories". The Pipe shown in the screenshots is related to Emils Hideout. You will realize, after you've stopped Emil during his Shopping routes and talk to him, he will tell you "oh you're wondering where i live? somewhere veery verry far below". That pipe leads you to his hideout

I have found his hideout too but the gate was locked.
