Second, the DLC is not the costumes, rather those very same hardest quests, cause the DLC is literally those 3 fighting arenas, where the outfits are just the rewards for completing each, so it makes sense that a DLC that is made to be the hardest challenge is post end-game content.
That said, i think there's a way to cheat the outfits in your save, but i'm not entirely sure how it's done, you can try checking the Pc Gaming Wiki for the game.
Ive heard about using cheat engine, I hope theres easier method like installing mod since I never used CE before
