Yeah, occasionally it's mandatory. But you'll know it when it happens, since 9S or pod 153 will suggest hacking.
You dont need a special training for hacking - you can always use "autofire" and "autoevade" modules - it will do the same trick in hacking.
I don't like 9s line mostly because of his hysterical personality. Must be quite doubtful for S-model behaviour pattern.
I thought his behavior was completely warranted, considering he behaved normally up until his entire world came crashing down -- everyone he had ever known, including the person he cared about more than anything else, died, only to find out they died for absolutely nothing; not to mention the god he was fighting for the entire time turned out to be a lie, rendering his entire existing meaningless, AND the person he loved the most was murdering him over and over, taking away his memories of their time together. I think even one of these things would cause a reaction like his in pretty much anyone, and when you take into consideration how YoRHa androids were built with emotions in order to fit in and be consistent with the androids the humans left behind, except without all the years of maturity and experience handling those emotions like they had, it's no wonder he acted the way he did.
I played through the entire game on Normal first time and then swapped to Easy to use the Auto-chips because I was getting tired of holding down the shoot button.
I'll be honest, the game didn't feel any less difficult, it just felt 100x more comfortable.
Then I tried out the auto-evade chip when I was grinding and discovered it worked in the hacking minigames and made 9S infinitely less tedious.
I highly recommend making a chip-set that has both auto-fire and auto-evade with all the hacking goodies, and then your murder-chip-set with just auto-fire to make your life so much nicer.
A tip to make fighting easier, Set 2B on aggressive, use a spear and only charge attack. With the correct chips, the damage can be abnormal high.

Yes, I would say 9S is my favorite as well in terms of complexity and depth, followed closely by 2B. 2B took me some reflection and replaying the game in order to really appreciate the thought and consideration that went into her character. Taking the knowledge of the ending and applying it to how she behaves throughout the game leading up to it made me realize how brilliantly-written she was.
I do like A2, but I don't think she has as much going on compared to 2B and 9S.
