Also, especially with the scripted gameplay sequences, if this is your first time through the game you might not even notice them playing the wrong way as you obviously don't know how they're supposed to play out, so if a softlocks happen due to this, you might not even realize why you aren't able to progress.
EDIT: obviously there's no certainty that these willi happen, so you might have no problems at all, but they definitely can happen.
I finished my first playthrough already and I am in the middle of the 2nd one now, no problems at all other than this strange interaction with the game time.
As for the menus: There are actually multiple fps locks in the game. Menus are still locked to 60fps for me and I think also all cutscenes etc. Only the normal gameplay runs at max 120fps for me.
The issues with the menus(and some scripted events) can happen cause those locks either don't always trigger(some people have uncontrollable menus which go too fast, especially in field ones like some shops and dialogues with choices), or cause some instances where there should be a lock(like some scripted gameplay sequennces) don't have one implemented yet.
tl;dr: glad it's working good for you, just keep in mind it can be be wonky at times.
