Emil & dress module?
I keep forgetting about this till recently, how random is it to get? Is there a specific spot to stop him? As I’ve never seen it for sale -.-

Am I just unlucky?

If you mean the camp with loads of tents and the room you get? I can’t save there at the moment

First of all, be sure you did talk to Emil at least once near the desert entrance in the city ruins, this will make him start going around with his shop along different routes.
Then all you have to do is stop him when he passes in front of the resistance camp, however it's not as easy as it sounds as he rarely passes there.
One way to make him switch routes is to switch between the city ruins where Emil is and another of the nearby zones to make the city ruins map reload, making Emil spawn in different locations.
What worked for me was going between the city ruins and the abandoned factory: go on the bridge that leads to the factory and head to the factory at least until the terminal(save point) then go back to the city ruin, but remaining on the bridge, open the pause menu map and check Emil location, if he's not in the center crater go back to the factory and back to the city again, checking the map for Emil's location until he's in the center crater. Once he's there, he can go one of two routes, one is towards the desert, the other is towards the resistance camp. From the bridge you should be able to see him move in the crater, and if he moves along a ramp shaped formation on the ground, he's most likely going to the resistance camp, so go there as fast as you can and shoot him when he's right in front of the camp. This will make him have one of two shops, one has high level chips(+6), the other has a couple of weapons, rare materials, and the dress module. Unfortunately there's no way to control which one of the two shops he'll show, so if he does show the high level chips one, you'll have to redo the entire process to make him change route to stop him in front of the resistance camp again until he'll have the shop with the dress module.
