Keep in mind 2 things;
1st, evade has a much wider window than counter, meaning that while evade can be pressed sooner and still trigger, countering needs to be more precise(closer to the enemy hit) for it to trigger
2nd, counter is not a readily available move, it's an equippable chip, meaning you can't use counter until you actually find that chip(it's dropped by some specific enemies in some specific areas, but it's not a guaranteed drop).
In any case, generally speaking, evading and other mehcanics are more useful and efficient, to the point where you can safely never use the counter chip in the entire game without any issue.
