We don't know yet if it is.
There is no mention of it being removed in the patch notes, and although it's been removed from the store page(that's what the steamdb change is about), it is still mentioned as being present in the EULA.
Maybe it'll be removed, maybe it won't, and we can't know that until the patch is out.

I hope tomorrow's patch doesn't introduce in Steam version the connection problems Game Pass' version has. Because that would ruin E ending for lots of people
