It's only accessible during the Sorting Trouble side quests, but it'll always respawn even when you can't access it anymore(when you did all 3 sorting trouble quests)

Its only contents are the quest item you need for sorting trouble, it's just a bizarre oversight that these chests are included in the ones that reset on entering a new chapter.
