I think japan guy Pixel count of 3840x2160 "8,294,400 pixels"
That just pixel power the gpu need process not count each pixel there more effect math. that be x4 Japan guy and 2.5 for tommy.
What your asking unreasonable of your cards. And SLI not really supported in alot games.
OP did you try the SLI fix listed here[www.pcgamingwiki.com](the FAR one, not Nvida inspector)? Cause your performance is similar to reports of running the game at 4K with just one 1070, so maybe that's the issue, regardless of how you can see both GPU utilization.

I have lightweight (no social crap, clould apps, IMs, etc, only drivers and Steam) dedicated to gaming Windows install.
With 3440x1440 monitor it's hard to play in lower res - barely anything is supported, custom resolutions often do not work or disable G-sync, and it looks atrocious, honestly.
Actually, I think Nier supports SLI pretty well. I've got 90%+ scaling.
But... but... but my SLI is working! I've got nice scaling and both GPUs are loaded. With single card (SLI disabled) I get even worse performance. Anyway, now, I haven't tried the change you posted, I'll try it on this weekend. Thank you!
Now that I read people wit 1060 Ti are playing this game 4k@60 fps and I'm getting little mad.
With 4K you have straight up 1080p option. 2x2 pixel looks sharp, at least on screens I have used so far. For 3440x1440 it's 1720x720, and... well, you can guess how bad it looks. 2580x1080 or 2560x1080 (3/4 resolution) delivers basically 1080p performance, but due to scaling looks suuuuper bad, doesn't mater if the GPU or monitor does the scaling, AND G-Sync doesn't work at all.
You're probably looking at a tiny 27" 4K monitor. It's no wonder you can't tell the difference. 27" is much too small for 4K.
I would also add that with a 2070 S, I have to run this at 2560x1440 instead of true 4k, unless I accept 40fps. 16X AA and 4k gave me, hmm, 6fps in menus, which is obviously because this is a terrible port.
I have a rtx 2060 6gb and i can crank the AA to x8 only at 1080p, i get 60 fps really stables. But turning the resolution up it starts to fall apart. At 4k i don't even bother, with AA turned on i run out of VRAM and the game runs at 4 fps. With everything on low at 4k i get 40 fps with dips to 30.
AA asides, the game is just not well optimized, you need stupid amount of GPU power to brute force to run at high resolutions.
