Stuck at saving system data screen

I don't use OneDrive so OneDrive solution didn't work.
I tried Ransomware solution that I found on reddit and it didn't work.
I tried reinstalling game 3 times and it didn't work.
Can someone help resolve this issue?

I have the same problem. I tried finding numerous methods and I am still stuck at "saving system data" screen.
-I tried copy and pasting the .exe file
-reinstalling 2 times
-verifying the files multiple times

I had the same problem but it's okay now.
Try this.
Find steam's game saved data and move the location to other hard disk.

ex:
C:\Users\(your user name)\Documents\My Games ← before (default)
D:\new folder ← after

I'm still kinda confused on your instruction. Do I just move the file name "My Games" from Document folder to the other hard disk?

Sorry, I didn't make myself clear.
It's CHANGE the location of "Documents" to the other hard disk.
(I just do that and it worked.) ↑

also i don't have the location button why is that
