I felt the same at start, how garbage was keyboard controls,
but with a little bit of rebinding and slight practice, and up-ing my focus,
I managed to find a workable system when using that non-sense double-tap Evade.
And in the end I died only once, because I thought: ''i wont get insta-killed by a giant hydrolic machine press''
----
I played on normal and game seemed super easy and forgiving anyway.
TL;DR There are only 2 problems with PC controls:
1. Double-tap evade (which you need to fine-tune your approach to it).
2. Controls in hacking mini-games (which are a lot later on in-game)

I'm absolutely perplexed as to why people try to play a controller game with a k/m. A good used 360 controller is $5-$10 for crying out loud.
But once I switched to Normal... it was... easy.
It should be fairly possible on hard. The game just isn't that difficult, and once you start popping in some of the good chips, it trivializes a lot of the combat.
The prologue is probably one of the hardest sections, as you don't have any chips (except the auto-use), and it's a long section where you can't save at all. For the most part, you just need to get comfortable with the dodge (even on keyboard, you can spam it and avoid all damage).
I do think some endings should require hard difficulty, because else there is no point going for it, except if Normal is too easy and button-mashing. Hqrd requires mastering shooting and evading but also smart pod and item use.
That guide you mentioned works but personally I found it much easier to just put a R+R (evade) macro on my mouse 4 button with razer's own software. Now I just tap mouse 4 and the character evades. Very easy.
Until you get timings right on enemies without shining red eyes, you tend to die a lot. After finishing the game on normal, hard wasn't too much of a challenge (since you know what to look for to evade). Also, you can always overlevel by grinding and just go One Punch Man on everything even on hard.
Hacking sections are the annoying parts but nothing impossible really.
The intro took me about an hour and a half to complete after several failed attempts and I used both my keyboard and controller. Once you get the hang of the gameplay however playing it is a breeze. I personally know I preferred the keyboard over anything.
