Second, leveling up has nothing to do with the DLC.
With regards to the leveling. If you are below level 60, you can grind in Adam's Pit in yhe desert or in the copied city using any character. If you are over level 60, the best way is to grind the amusement park bunny with 9S. Equip all of your damage chips and attack the bunny until it is awake. After that, get some distance between you and the bunny and equip all of your exp chips then hack the bunny. Using M Shiled pod programs can also be helpful. It will give you around 2-5 levels per run, depending on your level and exp chips.
After that, go to amusement park as 9S, equip attack chip set, use attack boosting items and unleash everything you have on bunny. Once you see it move (or see its HP gauge or whatever), switch to XP chip set, dash back and quickly hack it. Only 1 hack required to kill it, so it's easy. Save, reload and go after bunny again. Rinse and repeat until you've leveled enough
