is this an actual completable sidequest?
I've hacked all 3 and gotten their suicide sequence but nothing fills in and they respawn every time I use chapter select
I'm still missing a sidequest in the adam and eve chapter select (5-03 I think) so is this it? am I somehow not completing it?

Yeah. But they just keep respawning even if you already completed it.
Have you collected and upgraded all of the weapons available to the game to level 4?
Have you obtained access to the elevator at the shopping mall?
Have you stole something from Emil?
I have a feeling that the quest that you are missing is the one triggered by those conditions.
