Still, this mission may be glitched thanks to poor programming. Try these steps which have repeatedly helped:
In case you use FAR mod's built-in framerate unlocker, disable it. If this doesn't apply or doesn't help:
Create a new save file by approaching an access point, pausing game, navigating to "System" tab, and choosing a new save slot. Load this new file and continue; you may later overwrite the previous file, if you like.
Just moving away from the "child" if he glitches seems to work fine. First time he just started wandering aimlessly and I couldn't even interact with him. Getting far enough away from him resets his position.
