Try chapter 10-01 and instead of heading to Resistance Camp, go to Amusement park. If it doesn't spawn there, also try any chapter from 12-01 on, maybe it exclusively spawns in the Resource Unit which you can access only in chapter 16-03. Teleporting to amusement park should make this enemy spawn eventually.
