You can get it in Route B, as a reward for a side quest involving 9S' operator 21O. It's called Data Analysis Freak 2.
As far as my favorite pod goes, that's a tough one. All three of them are useful in different situations. The gatling pod is the best for single target dps; the plasma pod doesn't do as much damage, but can pierce multiple enemies at once; the missile pod is good for flying, harder-to-hit enemies, since it has lock-on (also great in hard-mode, where locking on to enemies is disabled).
I usually tend to stick with the gatling gun though. Sometimes I'll use the plasma pod when there are groups of weaker enemies to deal with.
Well this is my first playthrough and I had just gone back to get Treaty so I think for the time being I'll be good with that. But I did do some research on the Type-40 as it's considered one of the strongest weapons.
To refine better the question - the real question is what build is the best for the last rank of the Colosseum, because everywhere else items save your butt and you really have lots of freedom to be dumb.
