Report a translation problem
After entering the forest, go to City Ruins again and check if Emil already spawns as this saves some time because you can skip playing through Forest Kingdom.
Before Emil's Destiny (the mission you need to grind for weapon upgrades) you have to finish Emil's memories, which is preferably done.
Maybe timeline issues can also be resolved by creating a new save file. Do this by standing close to an access point, pause game, navigate to System tab, select Save and pick another save slot. Load this file. Yes, this seems a little bit odd but for unknown reasons, this has repeatedly proven to resolve many minor issues with missing npcs or mission triggers.
also isn't 6-01 and A2 fight numerous chapters apart, i would rather not do ALL of that again
i'll try the last thing though, seems easiest to do
i tried the double save thing and it didn't work
i already did emil's destiny cause thats part of the questline but i would rather get emil's heads before starting the weapon grind which is super tedious in and of itself (and even more annoying this bug, as much as i love this game it really needed some patch work cause this is killing the experience right now)
Anyways, Emil Heads[nierautomata.wiki.fextralife.com] combat bracers are available before weapon grinding begins. Here[nierautomata.wiki.fextralife.com] is a nice wiki entry which in short tells following for obtaining this weapon:

i didn't get that part happen to me and he doesn't spawn, and if that doesn't happen i can't fight him after robbing him a second time
Emil wouldn't spawn after coming back up from taking his mask in his lair, no matter if I reloaded the game, changed chapter and all that. So I went back in his lair and killed all the enemies on the way (from the elevator you unlock, not every enemy in the area). Once inside I walked up to where the masks are exposed, tried to hit it, interact with it (obviously it doesn't do anything) and when I came back up, Emile had spawned.
In short, I don't know exactly what I did that solved it (going back in / killing all enemies / trying to interact with the masks...)), but it worked and it's a lot faster than redoing a whole chapter like I saw somewhere else.
Hopefully this will help some people encountering this issue as well
