Upgrading all pods to max level
I am on currently on playthrough E with Nier: Automata and I wanted to fully upgrade all my pods after I found the 3rd pod fishing in Flooded City. I have killed the golden units at the Flooded City and at the City Ruins but the tank near the Desert: Housing Complex will not spawn. What to do? Is this missable?

For maximizing all three Pods you need each three Powerup Part S, M, and L for level 2, and 4, respectively. Here is a wiki with positions of
Powerup Part S[nierautomata.wiki.fextralife.com],
Powerup Part M[nierautomata.wiki.fextralife.com], and
Powerup Part L[nierautomata.wiki.fextralife.com].

None of them are missable, one of the L parts is even more or less in plain sight. About the issue of the tank not spawning: Did kill the first two golden enemies subsequently or was there a break between them where you used chapter select? If you did so, you have to defeat the first two ones again to trigger spawning of the tank.

I killed the the golden units the first two places e. g. City Ruins and Flooded City. I may have used chapter select inbetween but I am not sure. I just noticed them by accident. But I haven't seen them since I defeated them and hence the tank in the desert doesn't appear either.

Hm, perhaps I was mistaken about having to kill the first two golden enemies again, I thought they had to be dealt with in a subsequent order. Nevertheless, better double-check this.

Two additional ideas: Do you use FAR mod by chance? It has a built-in removal of game's fps cap, which is known for causing glitches and bugs of all kind. Disabling this feature again should fix the issue.
You can also try to create a second save file. To do this, get close to an access terminal but do not use it. Instead, pause game, navigate to System tab and select Save. Once there, you choose a different save slot than the one you used to use. Load again from the new file.

No I am not using the FAR mod. I try the new save file creation.
