I want to replay the game but am too overleveled to play hard, and very hard is a bit too much.

No, but I know of a save editor[github.com] that will let you set your level to whatever you want. Set it to 0 and even things like the (level 15) Amusement Park boss can put up a reasonably good fight again (though you may need to unequip all your Attack+ mods to not kill it too fast)

One thing to note is that said editor determines your level by the amount of XP you have rather than a set "Player Level" variable or anything. Here are some XP numbers for that:

Level 10: 3,500XP
Level 20: 19,500XP
Level 30: 55,500XP
Level 40: 118,500XP
Level 50: 210,000XP
Level 60: 336,000XP
Level 70: 502,500XP
Level 99: 1,250,000XP
