My controller skills are abysmal
Are there any tips for hacking ?

Use auto-chips on easy, especially for the Arcade :)

Other than that I got nothing except keep practicing

Well I play on normal and playing on easy would definitely feel like I'm missing on some content ( imo )
and how do I practise ? where do I find enemys that can hack me ?

You can practice at terminals, there's a new arcade mode when playing 9S

As for tips, I would say
1. Don't panic.
2. Take out the most dangerous threat first.
3. Only worry about dodging what is actually going to hit you.

You can practice by finding enemies and hack into them ...

The Arcade lets you re-play the hacking games you've played so u can also do that.

Shoot the black and orange balls.

In Easy and Normal, you can use the Lock button to automatically aim at a near target, so that you only have to worry about movement.

Maybe you aren't using both analog sticks?

I know it might sound condescending, but I met a few people who did that (including me at one point :^) :P
