Since the game was released in 2017 it has been on sale at least 8 times (not including the price drop when the YorHa edition was released) - that can hardly be called rarely. You want to look for Japanese holidays for when this game will go on sale.
Even if the game was in the Summer and Winter sales, it would likely be on a better sale at another time anyway.
Add the game to your wishlist and you will be notified when it will go on sale.
Japanese are known for having very few holidays, so you wouldn't have to look out for so many dates. Best to put it in your wishlist, unless you have tonnes of games in there already, then it'll be difficult to keep track.
But if you can afford it, buy it at full price. This is one of those games that deserve all support because it was made with heart and soul.
