can I not complete "improving communications"?
I took the quest, had all the parts and I just didn't get back to anemone before fighting a goliath
now I don't seem to have the option to hand it in

guess I'm not 100%ing this now huh?

Just continue playing, apart from ending Y there is nothing which can be missed.

You can redo it at the next play through if you are using 2B or after you unlock chapter select.

You can try again when you have access to chapter select. With it, you can go back to parts of the games you missed
