No fast travel after chapter select?

Is this by design or a bug?

After I have completed all main endings I use chapter select to finish the unfinished side-quests. But there is no fast travel in any access point, except the one in the resistance camp that can only fast travel to the bunker. I have selected a very late chapter in which the fast travel should be unlocked long before. Running around is not a big deal as the map is not big, but it is a bit boring.

Fast travel is tied to individual chapters and not as a general unlock. I guess because a lot of quests rely on whether fast travel is available or not.

Just pick a chapter after the one where it gets unlocked.

Ah thanks, got it. I did not realize the chapter I was in is just not late enough. Chose chapter 7 and I have the fast travel options.
