Any idea where to get large gears ?

It's the only items I need to upgrade my last weapons fully but I can't get it. Killing the ennemies that are supposed to give it doesn't really work and Emil's supposed to sell it but doesn't.
What should I do ?

there are many ways to obtain this. even emil has it for sale.

The shop spoiler tagged above only sells it when it's in the crater area btw.

It should be said that for emil to sell it he must be on his patrol near the resistance base and it's random whether he'll sell items or chips. It took me a while to even get him to spawn in the right place so if you do see him and he's selling stuff then buy as much as you need because he might not be back.
