[SPOILERS] Elevator Key Not Working
So I've done Emil's memories and got the elevator key. However, it's completely unusuable, I go to the elevator, it has a little arrow over it making it appear interactable, but when I go near it, there's nothing.

I've tried re-loading the game, completing every other ending, using chapter select, different chapters, everything.

Has anyone else had this problem and resolved it?

Are you going to the right elevator? It's in a drain pipe in the city ruins. Obviously not the one leading to the flooded city.

Oh? I thought it was the elevator in the commercial facility? I'll report back.

Did you get all the weapons?

Unsure, I've most likely missed some. Is that important to the quest?

You have to get all the weapons, because the point of the quest makes sense if you do. Don't remember if you have to upgrade all of the weapons as well.

I have practically every ending, and am using the chapter select.

Can someone show me exactly where the elevator is? I was certain it was the one between CIty Ruins and the Forest, the big complex that you first meet Emil in, the elevator right in the center?

Just checked a video, I definitely have the correct elevator. It's just bugged for me somehow?

If you didn't fully complete emil's memories by going down the elevator right after getting the key, you probably have to redo the whole thing. This happened to me between endings A and B. If you did go down and actually completed the quest, i got nothing bro. But assuming you didn't, go back to route A. Run through it, complete it, then go back to route C and there's another subquest available for 9s that you'll like.

Okay so same problem, got the elevator key but continued the game so i couldnt finish the quest...

Now i have chapter select but i've tried every possible chapter inbetween The Forest King and The Missile Supply Mission. None of them will allow me to use the elevator, and none of them allow me to re-start the quest by going to the first lunar tear in the commerical building.

can ANYONE help me find a fix???

-- edit -- if you are having the same problem as me, the fix is to find him in the city ruins and talk to him (i also bought an item) and that seemed to re-set him allowing me to start the quest again. (Missile supply chapter)

I can't believe no one's actually just said how to fix this issue. If you "complete" the quest by getting the elevator key, but don't use it in that playthrough, there's a specific way you have to reset the quest. Here's step-by-step instructions for how I did it:
1. Save your game and finish any side quests (they'll reset after the next step).
2. In Chapter Select, choose chapter 07-01 as 2B.
3. When the chapter loads, don't talk to Pascal. Instead, turn around and run to the entrance to the Desert Camp from the City Ruins (or travel to Desert Camp and run towards the City Ruins).
4. Kill any machines nearby and hit Emil with a bullet. Talk to Emil. I tested both ways, and you do NOT need to buy anything from him (but he's happier with you when you do). When you back out of the convo, he'll talk about where he lives, which is what triggers the ability to start the quest again.
5. Go to the shopping complex and interact with the lunar tear (there will be a "???" quest marker for it on the map). Now you'll be able to complete the quest fully this time!

Took me hours to figure this combo out. Hope it saves people some time haha
