Glitch? Lunar Tear not appearing.

So I've beaten the game, and I've decided to go back in chapter select to get some achievements. I decided to try and collect the lunar tears, and I've been following a guide. I've talked to Emil, and then I went to the shopping center, but there's no lunar tear there? Do I have to be in a certain chapter to do it?

You can't do it with 2B. (Route A)
You have to use either 9S (Route B and C) or A2. (Route C)

I believe I was on one of the route C chapters when I was looking. I was playing as 9S.
