It's just a goofy side quest that unlocks a single cosmetic items (Pretty lame one at that, I think), and more importantly, unlock a ship that sells top grade weapon upgrading items.

Okay, this sounds like something I should be looking forward to... Will a related quest appear? Because I have that Tower reaching for the skies but I didn't see anything mentioned about ships or upgrading items.

Sorry, shops, not ships.

Once you finish the quest (Give him the last 100,000 he asks for in one big dump), the quest finishes and he becomes a seller of items. Only 3 of them, but two of them you're going to need, especially if you want to fight the last 99 boss.
