I suppose it's nice on a fast moving enemy if you're still catching up with your manual aiming to at least get some bullets in the right direction?
Really though it's completely pointless. Just set up a pad in a way that you can keep control of the camera at all times.
Evade and Shoot on L2 and L1
Pod Program and light attack on R2 and R1
Heavy attack on Triangle
Jump on Cross
This control scheme was perfect for me on everything but the sidescrolling segments. Setting jump to a shoulder button and setting the pod program to a paddle would be much better if that's possible.
I kinda ditched my mouse for this game too, using just the keyboard.
Also, there should be some settings in the menu for camera and lock-ons, but I'm not sure.
