What do I have to do that Emil sells weapons?

I'm trying now for two days. I know he must be near the resistance camp.

I tried
- every Character
- different chapters
- reloading again, again and again
- fast traveling to different location and back
- leaving the area via normal traveling and going back
- just letting time pass by waiting or doing quests
- speaking with him, multiple times
- buying/selling materials/chips

Is there some stupid prerequirement I simply miss? Can he glitch out?

Well I try it, but with 2B, Emil didn't even leave his route by the Desert Camp in my game.

It might be concidence, but I was trying to do other thing about Emil, and when I talked to him, he was selling weapons. His announcing was also sped up.

Do you know about his secret location? Not the one at the shopping center. If not...
At the crater, there is another busted big water pipe at the "left" of the one that leads to Flooded City. You can get that from that top, by jumping down to the top of a building and then run jump into it. There will be an elevator that lead to a huge cave with mobs at your level. Keep going and going, pass the underground lake, till there is another door protected by two shield robots. Go in, have a glimpsy of what to expect in your future, and go into his hidden shopping area. Grab his mask. Now go out. A Tip: you can get up to the location that you came, but jumping at the left side. There is also another elevator near by that will take you all the way up. And then pick up the right side to go back to the first elevator. Now try to find his mobile shop again.
He will say something different because what you just did. So you can go back to see what happens. BUT SAVE, before you go.

By the way, I couldn't even get him to this specific location. This method does nothing other than I already did, but I used the desert area for leaving and going back to the city. But who knows, maybe the mall is different.

I get the feeling that i ♥♥♥♥♥♥ this up by leaving him be and going through the game up to ending E. Can someone confim that Emil appears at the Resistance Camp after ending E, even when you didn't care for him through all previous playthroughs?

Whenever you use chapter select. It will RESET the whole Emil event triggers back to 1. You need to atleast talk to Emil once every time you load something from chapter select. After you talked to him once and he told you where he lived. Save your game and then load it again. Just keep reloading again again till he appears near the camp.

Finally it worked. Thank you. It took a couple of attemps until he finally sold his weapons but he will at least spawn at the resistance camp. I entered Chapter 7-1 with 2B and used the mall.

As I said, I spoke with him every time, it didn't matter. I tried to trigger different things.


It seems that the thing that really matters is where and how you enter the city. As I said I tried the desert with walking in and out. I tried other areas by fast traveling. Different locations with reloading. It didn't work for me. He did not spawn at the resistance camp.

And as he now finally spawned at the Resistance Camp, I did a quicksave. I reloaded a couple of times, but he was either no more on the map, or at different locations.

But now I can at least confirm that the mall area works.
