So why can 9S read boss names and 2B can't?
And why are almost all bosses bearing German names or words. Like "Grün", might as well call some bosses Führer.

The bosses are named after doom and gloom philosophers. So... you know.

As for the boss names, 9S is both a hacker, and an intelligence unit. 2B is not. So 9S can see them because he knows them, and 2B can't because she doesn't.

2B can see only runes of fake "ancient language" which exists in Drakengard and Nier universes. Later in Story 9S Pod will translate ths language, Maybe that's why.

About Names i guess that's just japanese Humor. For example Goliaths you find in Factory named after Philosophers-Marxists, Creators of Dialectic Logic and Founders of Worker's Movement.

WWII has been over for almost 72 years...
And if that was a joke - *cough*bad excuse*cough* - then all you get from me is a gentle "Boo".
Also, those names aren't from "bad german people".

Anyway, this game isn't the only japanese product that features german names or terms, there are some anime series that use german stuff. Some producers say "Because it sounds awesome", some others say "I like how silly the pronounciations are".

And the names are not the way they are for no reason, they are all names of philosophers.
Grün would be Karl Theodor Ferdinand Grün.
other examples that come to mind are Pascal, Blaise Pascal, known for Pascal’s Wager
Sartre is Jean-Paul Sartre, known for Existentialism and many female lovers
Beauvoir (opera boss) is Simone de Beauvoir, existentialist philosopher, had a relationship with Sartre
Engels (goliath boss) is Friedrich Engels, Marxist theory
Marx (the cranes you fight before Engels) is Karl Marx
i'm sure there's more,is just i haven't gone too far into the game due to crashes happening

9S uses a type of magic as do the pods - you can tell by the angelic script, and so he can read it since he is a magic user himself.
Er, in route C 9S is shown to not even know what angelic language is nor can he read it. His pod however translates it for him. Presumably 042 can do the same but maybe not since it wasn't paired with a scanner model.

It reminds an original Nier. During the first playthrough you were fighting with bad shadows. In the second however, you started to understand what are they talking about, which has gave them a lot deeper emotional background. The same is here.

i don't think it's set anywhere near berlin. read all the intel items you obtain from the locked chests. they imply it's set in japan, possibly around tokyo area.

There i no other "meaning" to it besides what some fans like to interpret to feel smarter.

Yeah, a bit of a stretch reading that much into their names; but who the hell knows with Taro...
German translation for "to be or not to be" is "sein oder nicht sein". See the last part? N(ine)icht S(ein)
